Turbine supports the use of JSP internally through a Service which provides JSP related Modules with access to the JSP engine directly. We have another document which gives a howto on configuration of Turbine to use JSP.
While Turbine supports the use of many templating systems, we definitely have our favorite system to use and recommend and that is Velocity.
